I have 3 lights, mounted on the ceiling, 50 watts each, on a bar, about 8 inches away from my oil painting. The lights can be dimmed, but no matter how much I dim it when I put it on, there are certain spots in the painting that wash out and too much light is reflected off the painting when viewing it head-on, or from down the stairs. My painting is mounted on the wall above the staircase to the top floor.

Any idea on what I can do to eliminate this glare? These are halogen light bulbs by the way.

By the way, the oil painting is not covered by any reflective glass. It's just the frame and the painting, that's it. And the lights are tilted about 15 degrees downward, directed on the painting.
