I am making a collage and pasting paper on leather, but not sure what to use to:
1. waterproof the paper
2. glaze and protect the pictures
3. not damage either the paper or the leather
AND, the substance should dry so that the leather is still flexible!

I might suggest that you contact any library and find out who their book binder is and inquire from him/her how to go about the task you have in front of you. Good Luck.

Try some art acrylic medium from the local art store. It comes in gloss, semi, and mat.
“not damage either the paper or the leather” This will be irreversible though.
