I would consider it a form of folk art. This may have been a shop class project. As is the case today, it was popular to make small wood projects for family members, at school. With the popularity of the Arts and Crafts Movement, it was common for students to make wood lamp bases, footstools, magazine racks, etc.
One of the neatest vintage shop class pictures I have ever seen was in the back of a local high school annual. There was a group of students, each standing beside a screened milk / pie safe that they had made. I believe the year was 1910, or so. I hope this information helps. I have to agree with Tim as it was a nice thing back then to do by making something useful as well as personal out of wood and reed cane foot stool and the loving touch to his/her mother. It looks to be well taken care of and if that tag on the side is a sale tag from an auction what a find for someone to give their mother, especially if she was born on that date. Well I appreciate that. I have already turned my father on to it and he is now enjoying it as well.

Ain't that the way things happen sometimes as to hesitate is lost to another fortunate soul. Better luck the next time. I have on occasion asked the store keeper to hold it for a short period of time to give me time to raise the price he/she are asking for it or until I get my check book.
