Odd looking chair-need help identifying. (Personal Album)

Hello everyone, I'm new to this site. I was hoping that someone could help with ID on this chair. At first I wasn't sure the two pieces went together. But after taking a good look at it, I realized that the wrought iron piece was actually the base and the chair sat on top. I don't see anything other than a long ID plate with numbers but no name or anything. Hopefully someone has seen this chair before.
